Programme Evaluation
Closely related to Value Analysis, is our Programme Evaluation Mechanism which is a systematic measurement of the outcome of performance of a public sector programme or service.
Programme evaluation provides and objective view of how well a programme or service has achieved its defined objectives by setting out to ask the following questions about the programme or service:
a) What are its effects
b) is it still needed in the light of current policy requirements?
c) Does it need more resources to make it more effective?
d) Could it be made more effective without additional resources?
e) Could an alternative approach make it more cost effective?
f) Have specific design or delivery features unduly influenced the results?
Programme evaluations therefore question the underlying purpose and quality of programmes. They provide a flexible and responsive approach which can be applied to public sector programmes or services whether at Federal, State or Local government level, public utility and non profit making organization.
